The regulatory picture
Zone 0, the 0–5 feet nearest a structure, is the subject of a statewide draft regulation in California, with some jurisdictions (notably San Diego) having adopted their own local ordinances ahead of the state. For community-wide planning, the key point is that compliance timelines and requirements can vary by jurisdiction and by parcel-level fire-hazard designation. Boards should verify current requirements with CAL FIRE or their local fire authority.
