Zone 0 Compliance for HOAs & Community Associations

Firewise Fences connects California property owners with Zone 0 compliant fencing; from assessment and material specification through installation, working through our network of local licensed contractors, who hold the contract and perform the work.

Community-wide Zone 0 compliance

For HOA boards and community-management companies, Zone 0 compliance is a community-wide question, not just a single-property one. Shared fence lines span multiple units and parcels; a combustible fence on one owner's property can affect the exposure of a neighboring structure. This page covers how Firewise supports boards evaluating options across a community scope.

  • Shared fence lines: assessment of fence lines that span multiple units or parcels, identifying which segments fall within the Zone 0 boundary of adjacent structures.
  • Bulk-scope coordination: coordination of material specification, ordering, and delivery logistics across multiple units in a single project scope.
  • Decision support: material and configuration options presented to a board for evaluation, with the same assessment-and-specification vantage point used for individual property owners.

The regulatory picture

Zone 0, the 0–5 feet nearest a structure, is the subject of a statewide draft regulation in California, with some jurisdictions (notably San Diego) having adopted their own local ordinances ahead of the state. The specifics of the draft status, the fence-provision rule text, and adopted local ordinances are covered in full in our statewide Zone 0 explainer.

For community-wide planning, the key point is that compliance timelines and requirements can vary by jurisdiction and by parcel-level fire-hazard designation. Boards should verify current requirements with CAL FIRE or their local fire authority.

How Firewise works with an HOA

The operating model is the same as for individual property owners: Firewise handles assessment, material specification, and ordering/delivery logistics. A local licensed contractor from our network holds the contract and performs the physical installation. Firewise does not employ installers or contractors.
